If you are running your own DHCP server behind your firewall, then Yes, you
would need to manually change the "option domain-name-servers" in dhcpd.conf
should your ISP change their DNS servers.

If you are not running your own DNS server, then all the ddns-* options do
not apply.

FWIW: I'm not aware of any tools that would update your dhcpd.conf file (and
reload dhcpd) should your ISP change their DNS servers. Plus, your
lease-time would need to be short for the change to take effect in a timely
manner at the client end.

If your ISP assigns your public IP address through DHCP, then I would think
you could write a shell script that monitors the contents of
/etc/resolv.conf for any changes and then send you an e-mail so that you can
make the dhcpd.conf change in a timely manner.

If you are not running your own DNS server, then the above options are
pointless. Plus you have not specified which DNS zones to update along with
an MD5 KEY for nsupdate to use in dhcpd.conf. (e.g. dnssec-keygen)
