The Linux distribution, binaries & source, what has been hitherto known as RHL is 100% mix of open source - whether GPL/LPGL/BSD or whatever license, it is open source and is deemed to be available to freely distribute/redistribute without any meaningful restrictions. The Applications CD - typically part of previously available 'Professional' versions was free of the restriction of open source, and typically had products of proprietary licensing models which Red Hat obtained contractual clearance to distribute. You probably figured out that these Applications CD's were never available for download off Red Hat or any mirrors. Red Hat didn't include the MP3 codecs because they couldn't come to an acceptable licensing terms with the patent holders for mp3.
