This has nothing to do with spelling out anythng, I was replying to the stupidity of statements like '"IT IS NOT LEGAL FOR THEM TO INCLUDE MP3 SUPPORT"'. It is not. It has nothing to do with costs of downloads, it is simply a statement that it is legal to include mp3 support if the correct measures are taken. You may read what you like into it.
