I, too, had that problem but only on systems that I upgraded from 7.3. The cold install systems up2dated perl fine. I did "rpm -q --whatrequires perl-NDBM_File" and found that nothing required that package and then removed it "rpm -ev perl-NDBM_File" Than up2date -u worked properly.
