Network traffic stalling

Every once in a while, network traffic for eth0 stalls on my Linux machine. 
I've seen it happen on other Linux installations as well. They are all 
running a recent errata kernel (2.4.20-19.9 and 2.4.20-19.7), and a variety 
of network adapters/drivers. For no reason at all, nothing would go out. 
Sometimes some fiddling would work, sometimes it just rights itself, 
sometimes I end up rebooting. In the most recent instance, ifconfig output 
(IP address edited out) shows:

When eth0 stalls, the TX error and carrier counts increase steadily. Anyone 
know what this means? Any suggestions on how to investigate this problem? 
It's no use Googling for ifconfig output: EVERYBODY posts ifconfig output for 
any network-related issue. Thanks.
