WvDial Problem: No Carrier Found

hello friends, 
I have been using wvdial to connect to internet from
my modem connection. My modem is initialized but I get
something like
"no Carrier"

$tail -f /var/log/messages

Aug  6 12:10:32 localhost pppd[2619]: Problem: all had
bit 7 set to 0

root@xxxxxxxxx root]# wvdial BSNL

My /etc/wvdial.conf file looks like this:

Modem = /dev/ttyS3
Baud = 57600
SetVolume = 2
Dial Command = ATDT
Init1 = ATZ
FlowControl = Hardware (CRTSCTS)

[Dialer BSNL]
Modem = /dev/modem
Baud = 115200
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
ISDN = 0
Modem Type = Analog Modem
;Phone = <Target Phone Number>

I use a Xircom Credit Card Ethernet +56 K Modem. The
same settings work in the windows, where there I see
one more option of prefix 91 for India, but even if I
write a Prefix =91 in the /etc/wvdial.conf file, it
does not work.

Can someone help?
