Is language support and locales mutaully exclusive?

If you choose Spanish, you can still choose a locale other than a spanish speaking locale correct?
I'm just trying to understand why there are so many locales. There's over 15 locales for spanish alone.
A language is a property of a locale. For example, I speak English and I write roday's date as 26/7/03 and I put "£" in front of local monetary units. My American collegue, who also speaks English, writes today#s date as 7/24/03 and puts "$" in front of local monetary units. If you type "locale" (the command) you'll see that there are 12 different properties of a locale only one of which is the language (LC_MESSAGES).
BTW, "locale -a" gives a choice of 487 different locales.
