This is a widely known problem.  It's a shame this wasn't included in
the release notes, as it affected RHL 8.0 as well and has been known for
a while.  To fix this, kill off any hung RPM processes and then run this
command:
	rm /var/lib/rpm/__db.*
Usually there are three files to delete.  See the archives of this list
(or the pysche-list), or Red Hat's bugzilla, for much more information.
