I'm using kernel-2.4.20-13.9.athlon.rpm. As of today, I notice a VERY
marked sluggishness: Either copying from a CD to HD or copying across
directories. It seems to be related to a (possibly) slightly dirty CD disk
and / or the DVD drive itself. I keep getting these error messages
when calling a shutdown or reboot:

May 28 14:00:56 dhcp-133-74 kernel: hdc: irq timeout: status=0xc0 { Busy }
May 28 14:00:56 dhcp-133-74 kernel: hdc: irq timeout:
error=0xc0LastFailedSense 0x0c
May 28 14:00:56 dhcp-133-74 kernel: hdc: ATAPI reset complete
May 28 14:01:11 dhcp-133-74 kernel: hdc: irq timeout: status=0xc0 { Busy }
May 28 14:01:11 dhcp-133-74 kernel: hdc: irq timeout:
error=0xc0LastFailedSense 0x0c
..... idem, idem, idem ....

would a dirty CD in the drive be sufficient to cause this?

Yes, it would. These errors are telling you that it cannot read the CD correctly. Try a different CD to make sure that it is the CD, and not the drive.
