Trouble with apache, postgresql and/or php

I upgraded my RH7.3 system to 9 and am having speed issues with the combination of
apache, postgresql and/or php

It was working okay under 7.3 (Athlon 2.4, 1G RAM)

I don't think it would be the source of my problem, but we are running phpgroupware
(phpgroupware.org) here and it doesn't yet support postgresql 7.3 (issues with field
types) so I downgraded to postgresql 7.2.2-1 and in order to get the php/postgresql
link working I downgraded php to 4.2.2-8.0.5 (both of these are the RH 8 versions)

I can't determine where the bottleneck would be and would appreciate any advice on
that or any other performance tips that may be applicable

I don't know if it's related but this machine seems to run with a very large cache
and that seems to force a HD swap file (the swap file size increases as use
intensifies even with the large cache) eg. from top
133 processes: 125 sleeping, 2 running, 0 zombie, 6 stopped
CPU states: 0.1% user 0.0% system 0.0% nice 0.0% iowait 99.8% idle
Mem: 1030932k av, 1018460k used, 12472k free, 0k shrd, 89876k buff
756004k actv, 0k in_d, 20900k in_c
Swap: 522104k av, 97420k used, 424684k free 781696k cached
