In KDE: Control Center -> Peripherals -> Keyboard has a "NumLock on KDE Startup" setting. This allows each user control of his/her own desktop.

In Gnome: I never found it.

Carlo already mentioned numlockx. I recall also a numlock for run level 3. I have an RPM for Mandrake, but don't know of a RH9 RPM.
