I removed the files, but the error persists

[root@xxxxx dev]# rm /var/lib/rpm/__db.00* -rf

[root@xxxxx dev]# ls /var/lib/rpm/
Basenames     Dirnames  Group       Name      Providename     Pubkeys      Requireversion  Sigmd5
Conflictname  Filemd5s  Installtid  Packages  Provideversion  Requirename  Sha1header      Triggername

[root@xxxxx dev]# rpm --rebuilddb
error: db4 error(16) from dbenv->remove: Device or resource busy
