The <Layout> tag has the "page margin" parameters. I believe y0 is the
distance from the top of the page. dy is the distance from the bottom of
the first label to the bottom of the second label. See
http://snaught.com/glabels/doc/templates-1.9x/ for more info on the
measurements. I found that when you change the template, you'll have to
re-create your label from scratch to use the new measurements. I just
copied everything from the original and pasted it into a new label.

If I understand the web page above, that would actually push the second
label down by 1 point. What helped me most was actually having a
typesetter's guide that had a measuring edge using points.

Given that the current Neato label definition doesn't have them, I'd say
you're safe not using them there.
