An rpm is usually to install some software, and most of that seems to need to be root. Or am I displaying my naivete? Please change your word wrapping to 72-76 characters as it helps to read your emails better. And to your question, it's very useful to build rpm's as non-root instead of root. For one, for the most part, there is no difference in root or non-root, except there isn't any oops's that can happen as you build them.
