Try "ntpdate time.nist.gov" to get it set to the correct time, assuming
your locale is set correctly that is.

It will at least get you running while you fix the problem.

Running "rpm -V glibc-common" might be an idea to find out what
else you're missing from that package:

$ rpm -qf /usr/share/zoneinfo/zone.tab
glibc-common-2.3.2-27.9
