Have you tried renaming the default labels on /dev/hdb so that you don't have any ambiguities at boot time? You'll have to edit /etc/grub.conf and /etc/fstab on /dev/hdb to match the new labels and specify which "root" (hd0,0 or hd1,0) to use.
