Why is gocr missing?

Hello,

Red Hat 9 includes the scanning program kooka. This has an OCR button,
which just gives "gocr not found", ie the actual tool which should to
image to text conversion is not installed. The gocr web page
http://jocr.sourceforge.net (note the "j") says that the package is
GPL.

Why does the RPM including kooka not list this dependency? Is it a KDE
issue, rather than Red Hat? Probably yes, since Mandrake 9.1 has the
same problem, but how did it happen?
