CUPS often hangs on [service] restart

Ever since moving to CUPS (RH8 I think) [local USB Epson] I've had grief trying to restart it (esp. after changing config.).

I eventually pinned this down to it leaving some .../backend/serial process running. If I stop the cups service, then kill that backend, I can successfully restart cups ... otherwise, the restart usually hangs indefinitely.

Anyone else see this? A quick google didn't seem to show anything up.
