An upgrade from Phoebe to Shrike is not supported.  No upgrade from any
beta release to any production release is supported by Red Hat.  So, if
you really want safe, your safest bet is to re-install, not upgrade.

That doesn't mean you can't make a Phoebe system upgrade to Shrike, but
if you really want safe, do a fresh install.
