I've been using the gnome Quebecois keyboard and haven't had any problems in evolution and the gnome terminal (e.g. ÃÃÃÃÃ). I just added the Spanish keyboard to the keyboard layout applet and I can make Spanish characters (e.g. ÃÃÃ). I just added the Brazilian Portuguese keyboard to the keyboard layout applet and I can make Portuguese characters (e.g. ÃÃÃÃ). The only language I specified in my kickstart file was en_US.UTF-8.
