Seams to have been fixed with redhat-config-network-1.0.3-1 for 7.x systems. http://people.redhat.com/harald/redhat-config-network/
For some reason the errata was released for AS/AW, but therer were problems getting it out for RHL. Harald seams to have tried.
But it has been fixed. Just the errata has not been pushed.
Maybe when people start buying the RHEL and RHN, Red Hat can get the people they need to keep up.
