You should first go 'Input device support' and select 'Input devices' to
compile into the kernel, instead of module. You probably need also select
'AT keyboard support' in the kernel.
After that you can select 'Virtual terminal' and 'Support for console on
virtual terminal' in 'Character devices' section.
Don't know if it's the best way, but it worked for me.
