I'd try formail, a part of the procmail package.  There's a way to get
formail to extract individual message from a mbox file and pipe each
message into a command.  Your command should be something like
"sendmail && sleep 60".

If that doesn't resolve the issue satisfactorily, do a google search
on "BOFH" for alternate approaches to processing your user's mail.
