Send a Fax problem

Hi all folks, 

"Send a fax" works fine as ROOT ONLY.  kprintfax works both on "Cups and
LPRng".  An OpenOffice document can be faxed direct with the "Print"
command and the recipient receives a high quality fax. 

But "Send a fax" can't work as USER.  With the same steps used as ROOT
the OpenOffice document can't be faxed.  During faxing a temporary text
lock file is automatically created to lock /dev/modem 

Log file: 
.... 
.... 
efax: 32:49 created text lock file /var/lock/LCK..modem 
efax: 32:49 opened /dev/modem

The modem is locked here


$ cd /var/lock/

$ ls -al
total 20
drwxrwxrwx    4 root     lock         4096 May 24 18:23 .
drwxr-xr-x   21 root     root         4096 May  5 01:51 ..

$ cat LCK..modem
      3930


# ls -l /dev/modem 
lrwxrwxrwx    1 root  tty   11 Apr 22 12:24 /dev/modem -> /dev/ttyLT0 

# ls -l /dev/ttyLT0 
crwxrwxrwx    1 root  uucp  62,  64 May 23 10:17 /dev/ttyLT0 


I have tried sometimes without a resolution. 

Any folk on the list can shed me some light.  Thanks in advance.
