Perhaps some blocks are, but 209 does not seem to be used as a class A 
network.  Here's my current config from my dsl modem:

IP Address:209.115.166.xxx
Subnet Mask:255.255.255.192
Default Gateway:209.115.166.65
 

Last time I checked, I didn't live in Asia.
