How to declare header location?

Hello,

I am trying to build (as a normal user) an RPM for the dfm file
 manager from the tarball found
here (<400 Kb): http://www.kaisersite.de/dfm/dfm-0.99.9.tar.gz

Configuration always abort at this point of the configure process:

if test "$ac_cv_header_X11_xpm_h" = "no"
then
  { echo "configure: error: Xpm library and/or headers are not
installed (required)" 1>&2; exit 1; }
fi

xpm.h is in /usr/include/X11/ . However, it always stop at that point,
even if I run

./configure --includedir=/usr/include/X11/

1) What am I doing wrong?
2) Could it depend from the fact that I am building an RPM as non root
user, in my home directory? If yes, how?

Please don't hesitate to ask any other file/config info/whatever.
