Here you do not even reach the access concentrator which can be due to bad wiring between your PC and your T-DSL modem, a misconfigured DSL ethernet device, or due to temporary problems at Deutsche Telekom's broadband point of presence (1&1 Internet doesn't use T-DSL ZISP).
