The bug is known:

Always do a quick search on bugzilla when possible (though you may find 
that hard without a panel to launch apps :-)

 Someone suggested mentioning how to recover from this:
 Go to a virtual console (Ctrl+Alt+F1) or ssh in to the machine,
 move ~/.gconf/apps/panel to ~/.old-panel-config or something, 
 and then reconfigure the panel (not putting the tray applet on 
 the vertical panel)


Note that, even though the panel is dead, you can always get to a shell in
gnome by right-clicking on the desktop background and launching a
gnome-terminal from the menu.
