You did read the release notes, right? ;)

The problem is related to the UTF-8 locale setting, which is the default.

Please read the release notes, specifically:
grep -A 20 "Distribution General Notes"
/usr/share/doc/redhat-release-8.0/RELEASE-NOTES-i386
