Tomcat is open source. It is the Jakarta project of Apache. Sun's JVM is not open source as far as I know, though it is free to download. IBM's JVM is not open source, either. NetBeans is an open source development environment for Java; but you still need a JVM. If not one or the other, then it most likely won't be included in the main distro. The same for TOMCAT or JAVA as another person asked about.
