It seems nobody can answer your question.

For Windows CD
Modify the /etc/fstab cdrom line to 
/dev/cdrom /mnt/cdrom iso9660 noauto,owner,iocharset=sjis,
codepage=932,ro 0 0
Or do manually
mount -r -t iso9660 -o iocharset=sjis, codepage =932 /dev/cdrom /cdrom

For Linux japanese CD
Change sjis to ecu-jp on above line.

For FAT32 partition do same as Windows CD line.

For SMB share add next 2 lines after [global] of smb.conf
client code page = 932
coding system = euc
