create the folder: /home/DOMAIN/user

unless you are using the pam module pam_mkhomedir.so, which will make
the home directors on the fly 
(providing you have specified it in the relevant pam file for the
relevant authentication style or do a system wide one in system-auth),
the downside the this pam module is you have to create the DOMAIN
directory as it fails to make sub directories
