The problem is with the mii-tool program that doesn't recognize that card.
To have it activate, use vi and comment the following line in the script 
/etc/sysconfig/network-scripts/ifup

if check_link_down ${DEVICE}; then
    echo $" failed; no link present.  Check Cable?"
    ip link set ${DEVICE} down > /dev/null 2>&1
    exit 1
fi

Once this is commented out, your card will work.

Please note that is a work around and not a fix.
