[jkeating@yoda jkeating]$ grep _sysconfdir /usr/lib/rpm/macros 
%_sysconfdir            %{_prefix}/etc

Regardless, I've found that this macro is only for autoconf, and
shouldn't be used elsewhere.  Forgive me!
