RPM handling of %{_sysconfdir}

In /var/lib/rpm/macros   %{_sysconfdir} is defined as %{_prefix}/etc. 
Does rpm handle a prefix of /usr differently?  I would assume that a
prefix of /usr/local/ would define _sysconfdir as /usr/local/etc, but a
prefix of /usr would define _sysconfdir as /etc.  Am I correct in this
assumption?
