For some reason the filename is wu.ftpd and it's in /usr/sbin/.

As far as I know (I'm just starting to play with FTP server) the
configure files are in /etc/

look for -

ftpusers
ftphosts
ftpaccess

I haven't read up on these two yet,  but ...

ftpgroups
ftpconversions

The little I know so far comes from a book called "Linux COMPLETE" a
big fat orange and red newsprint softcover by Sybex - over 1000 pages
and CAN $31.95.  IMHO,  it is well written and explains things well.
