That's odd... That would seem to indicate that lilo and grub aren't
detecting memory correctly (it's not the kernel, so mem="" won't help
you), but "syslinux" is.

I wonder if you could use a FreeDOS boot floppy and Loadlin.exe to load
the kernel and boot...

I don't know enough about GRUB to debug its memory routines, but this
message looked interesting (assuming you know how to use specific
stage_* loaders...):

Also... what FS are you using on /boot?
