See the difference:

[summer@skink incoming]$ which ifconfig
/usr/bin/which: no ifconfig in (/bin:/usr/bin:/usr/X11R6/bin:/usr/local/bin:/usr/local/bin/:/usr/local/sbin/:/usr/sbin/:/home/summer/bin:/usr/local/bin/:/usr/local/sbin/:/usr/sbin/)
[summer@skink incoming]$ whereis ifconfig
ifconfig: /sbin/ifconfig /usr/share/man/man8/ifconfig.8.gz
[summer@skink incoming]$
