The preempt patch from Robert Love's page is certainly not in this 
kernel SRPM.

The config option is:
CONFIG_PREEMPT

as per:
http://www.kernel.org/pub/linux/kernel/people/rml/preempt-kernel/v2.4/preempt-kernel-rml-2.4.18-4.patch

Although having both patches in the kernel is possible as outlines in 
the Linux Journal article.  But most of the serious work appears to be 
going on in the 2.5 line.
