One can create banner message files and directory message files with vsftpd. I have been searching trying to find the format for those files without success. For example, some ftp servers can use a .message file format to show the value of variables in the message:
man vsftpd says to "See Also vsftpd.conf(5)". So I would say you should do that.
man 5 vsftpd.conf
That talks about it for turning it on in the config file. The format is just "typing". "dirmessage_enable"
