Belkin offer's what they call a "Remote IP Console" that might do what
you need.  They take Video/Keyboard/Mouse from the server or a KVM
switch, and allows you to work with the machine remotely via a JAVA
applet.  They are somewhat expensive though: around $600-$1000 a piece.
