If you want to learn rsync, read 'man rsync'. It's fairly easy to understand 
and use.
About mirroring, usually most of them (ie. redhat.com) tell you how to mirror 
their site. Or contact them if necessary. Most of them have a way for you to 
be their official mirror (or unofficial).

I never use rsync via FTP itself ( I only use it via SSH). But check the 
manual.
