No problem:
su - cd /home/user chown root.root .bashrc chmod 555 .bashrc
What appears to be the most direct route is not always the best. Find a better way, I suggest, and leave things in a user's home directory accessible to those users... locking them out of their own .bashrc is Just Not Nice [tm].
