SWAP just keeps growing

Why does swap just keep growing?  Seems to me like 384584k of memory
should be enough to run httpd, sendmail, pop3d, nfs, etc.  I don't run
X.

There is a point when pop3d will no longer come up, and I have to
reboot.  Have any of you witnessed this behavior and have a solution?
