I think I may have the solution, ps -ef|grep upsd , if upsd isn't
running it has nothing to connect to.  I just did a soft link between
etc/init.d/rc3.d/S99bulldog and /usr/local/S99bulldog to make sure it
always comes up.  If it isn't running ./upsd will also work then try
./monitor.  Hope that helps

It's powered up and the battery goes through the self-check fine.  When
I try to launch the monitor software, however, it displays nothing about
the UPS device.  It says that it has established a connection from the
computer to the UPS, but no information about the device -- voltage or
anything shows up -- and it doesn't show anything about the host either.

The computer which is hooked up to the UPS is set up as a master.

I'm not sure if I've missed a step or if there is a configuration
problem.  I have it set to talk to /dev/ttyUSB0.
