thanks to you who responded, i learned a couple things from you.

it may be that at first i had failed in trying to use the grub shell's
install command.  at any rate, what did finally work was:

in grub shell on rescue cd:
   root (hd1,2)
   setup (hd0)

then mbr (on hda) boots directly into rh9 on hdb.
