Negative. PHP 4.3.x can run with 1.3.x or the 2.x versions of Apache. The good folks at PHP recommend that you DO NOT use Apache 2.x and PHP together in a production enviroment. What the OP needs to do, is configure php WITH Apache, or with APXS if Apache was installed to support it.
Ok, maybe I missunderstood that error message from the configure script in the PHP source.
And maybe coincidently when it happened with me and I tryied to compile PHP 4.3.3 with a Apache version newer then 2.0.43, it worked.
Ok, I know, it still works with some versions of apache 1.3. Sorry about those mistakes.

What is probably giving you difficulties here is that you're trying to install php from source, configuring it with a RPM install of Apache. If you're going to do php from source (good choice by the way), do Apache the same way.
Ok, it isn't needed, but it's really recommended. So, to install PHP from source and Apache2 from RPM, you'll need to install the package httpd-devel and give --with-apxs2=/path/to/apxs argument to configure script.
