My advice would be to avoid that entirely, and setup your cups server by following the cups docs (ie, go through each config option and set it manually), and make sure you have the appropriate access controls, etc. If you do that, it should work.
I have used the web interface at http://localhost:631 to set up printers and it has worked beautifully. Have not yet tried the Red Hat tool, since I keep hearing comments like yours that it's not yet ready for prime time.
