i think apt-get will use the latest.

do an 'apt-get search gaim' first (after doing an 'apt-get update').
but you can try doing this:

apt-get install gaim-0.71

try checking this page:

http://freshrpms.net/mirrors/

look for one with the best conxion and then modify your
 /etc/apt/sources.list for your choice.  (i recommend the one
sponsored by heanet - they are on gigabit speed).
