No, this is not because of Ubuntu patches to PulseAudio. I've tried vanilla 7.0 in past and it worked fine, but now it doesn't. There must be something else besides kernel and ALSA that causes this issue, since downgrading those 2 alongside with PulseAudio itself doesn't help.
